Local establishments convinced the city council that other changes could save water without the expense of buying disposables. At least one reported that it would no longer put tablecloths on tables, saving the water that would normally be used at the laundry.
Elsewhere in California, restaurants have discontinued silverware changes with every course.
The state has been stuck in a four-year-long drought.
